At least that’s what the Korean site concluded Quasar region After the relevant tests they conducted. The reviewer tested the GeForce RTX 4090 using different base operating voltage settings while lowering the power limits at the software level (from the default of 450 watts). It’s important to note that 450W is a somewhat arbitrary value for the GeForce RTX 4090’s power limit because it rarely “derives” these power levels in typical workloads such as during gaming.
In the tests they conducted on the site TechPowerUp For example, with factory settings, the graphics card “pulled” approximately 340 watts of power during the game.
On the Korean site Quasar Zone they tried to “run” games with the GeForce RTX 4090 power limit set to 60% (268 W). With this more aggressive power management they could manage (i.e. 268 watts PL) they found that graphics card performance dropped by only 6-8% (on average) when running AAA games at 4K UHD and with graphics settings set to the maximum level.
With the power limit set at 80% (about 326 watts), the frame rates measured were at 99.1% of those measured with the default power limit. At 70% of the power limit (305W), frame rates were at 97.8% of “normal performance”. And to be honest, most players won’t even notice that 2-3%. Measurements were taken using the games: Cyberpunk 2077, Forza Horizon 5, Lost Ark, PUBG, and Spider-Man Remastered.

Lowering energy may help in preventing danger associated with the adapter. But low consumption – especially since the loss in performance is so limited – plus lower heat and noise levels is tempting.
